Dear friends,
numerous and challenging topics of discussion were the focus of political and administrative life of our city in recent months.
*****************************************
Among all, of course, the story A2A.
The choice of the mayor to revoke the former directors has been a fundamental fact that is grafted onto a complex situation.
Complex because the company after the merger of AEM and ASM denotes elements of concern to the community of Brescia, as well as the Joint Action Brescia: there is indeed a progressive peripheralization of our city, to the benefit of Milan, in fact true decision-making center, well beyond initial forecasts. In this context, the management had contributed to the positive development and success of ASM has suffered marginalization at the same time the induced employment and suppliers went impoverishing. In addition, the overall performance of A2A have not proved particularly bright, so that to ensure the same dividend to shareholders last year we had to go to a dangerous extent, and certainly not far-sighted, which draw on reserves.
For this group as we Autoconvocate Council Chamber City Council to discuss a motion on the issue, which is on the agenda of the next board meeting.

Great emphasis has been on local media discussion the new police regulations drawn up by Deputy Mayor Urban.
addition to the emphasis of the presenters, who spoke of the regulation as the instrument to implement the new concept of urban safety contained in the security package, the visibility of this topic has been remarkable because of the regulatory provisions for certain ways unfair to other apodictic, bizarre for others. In addition to criticism
appeared impossible to ensure effective implementation of the Regulation, since the proliferation of cases of prohibited and correlative sanctions would have taken control and would require a very costly and demanding in terms of resources, human and otherwise.
also bans most critical and which gave rise to the edge applications at issue were presented as essentially harmless to the families 'normal', meaning that differential treatment to the recipients, with a clear will discriminate against immigrants.
Concerns associated with this policy approach of security in the city remain, especially in light of the slogans and proclamations that are used.
However, on the merits of regulatory provisions, the Democratic Party, which in Safety Commission is represented by Del Bono, Bragaglia and myself scored a clear success. A detailed examination of the text, with the technique of screwdriver fioroniana memory, allowed to eliminate, or make reasonable and less discretionary, a series of disposition, otherwise inaccoglibili.
In more than a dozen key points, especially that related to the green areas and the historic center, there have been substantial changes (which do account in the attached file). There
to recognize that all this was made possible by an attitude of the majority, and in particular the deputy mayor, strongly marked by dialogue and confrontation.
not know if this was due to a sincere desire to open up or the awareness of the serious shortcomings in the regulation - in its first version - presented, but there is no doubt that the attitude shown dedicated and in-depth (ten sessions of the Commission in 'period of three months) was certainly different from what the council has decided to take in the other cases (Brixia Development and General Stores, which later). How do we constructively exploited
It equally well in treating different objective situations.

A very different example to deal with administrative matters instead came from the Mayor and the Councillor for Urban Planning, in relation to the theme of former General Stores.
This vast area south of the city, long awaiting redevelopment, was the subject of a separate Implementation Plan, adopted by the City Council during the previous term administration: that the plan called for implementation - on the basis of the intentions of the administration Palazzo Broletto - della nuova sede unica della Provincia, accanto a interventi di edilizia di mercato e convenzionata, nonché alla realizzazione di uno spazio giovani nelle ex Casere.
The Mayor announced its intention to implement the single seat in the place of the City.
A choice that lends itself to numerous and significant complaints. First
on methodology.
is not possible that a change of strategy of urban policy as relevant occur outside the context of appropriate planning tools. This is even more serious if one considers that the design of the single seat town was by no means covered the principles guiding the new council.
In terms of substance, then, the city of Brescia is not particularly issues related to the locations of its offices.
For the vast majority of cases these buildings owned by (Not rent), concerning the barycentric and however well served by public transport (and in advance from the subway).
also speak of a single seat out of place, since the mayor was quick to say that a number of offices would remain where they are now (those of Piazza and Loggia of Palazzo Broletto, the Queriniana, nursing homes, kindergartens to divisions ...): consequently the so-called single site would be limited to house the engineers and those of Via Marconi Republic square, and - perhaps - even those of the Municipal Police.
And, in addition to the theme of the fate of these spaces will be emptied, can not understand why when you already engage economically Today the town has several free buildings (Palazzo Maggi Gambara, the former buildings of the former Court and Court of Appeals and all other judicial offices moved to Palagiustizia), which could eventually be used for the purpose of keeping alive the Center Town.
Furthermore, in an attempt to sweeten the pill, the mayor defended the choice of the new headquarters at Magazzini Generali announcing that accessibility to the public would be guaranteed by Metro, but the metropolitan area of which we speak is not the line currently under construction but an extension from Lamarmora to the fair, now, is only a preliminary, not fully funded and beyond to come.
There is a basic misunderstanding that underlies the whole story: Mayor claims that the implementation of the new headquarters would be at no cost. But, beyond the resources for the move and new furnishings that are cited, it is not true that the operation would be at no cost, because the decision to address the City Council voted to grant new building rights to private, remove the building Convention, and the young at Casere space and commits the City to find additional resources up to a total of 49 million €.
short, especially on the method and have seen us and see us firmly opposed to a work-consuming, unnecessary and completely improvised, which does not respond to any public purpose, but only while the legitimate interests of individuals who, without the seat of the Province, were likely to see the intervention stopped the total area of the Magazzini Generali.
In fact, instead of an economy that serves the strategic choices of the policy, a policy that is subservient to private economic interests.
