this first part of 2009 is full of political and administrative ideas.

clamor has the theme of the baby bonus, the discussion of which - as I have tried to account in previous letters - goes from the first steps the new administration.
After the political stances in the first campaign and then in the City Council in October had registered a clear and articulated intervention Bishop of Brescia.
La Junta, regardless of the suggestions made by many, however, had also decided to continue on the path of the exclusion of foreign couples from the benefits of thousand euro for every newborn.
Meanwhile, a group of associations of the Catholic world Brescia, led by the ACLI, has promoted the Donum baby as a form of economic support - without discrimination - the birth town, picking up significant enlargement of both individuals and organized bodies.
The question, however, soon exceeded the boundaries of political debate, going on even through the courts: route that has been undertaken by a group of foreign families - and therefore excluded from the bonus - supportate in sede legale dalla Cgil.
La sezione lavoro del tribunale di Brescia, competente anche in materia di diritto antidiscriminatorio, ha riconosciuto nel bonus bebè - per come configurato - un intervento discriminatorio, giacché esclude arbitrariamente i non italiani dal relativo beneficio economico e contrasta con l’attuale legge sull’immigrazione (Turco-Napolitano, poi modificata dalla Bossi-Fini) che prevede che gli stranieri regolarmente residenti godano delle medesime prestazioni sociali previste per gli italiani.
Non solo, ma nella chiarissima sentenza del giudice Onni (gennaio 2009) si è di fatto ‘smontato’ il bonus per come era stato configurato, sottolineando che in realtà non può certo dirsi che esso si presenti come realmente efficace dal punto di vista dell’incentivo alla natalità. Non soltanto perché la somma prevista per ogni nuovo nato non potrebbe certo considerarsi decisiva nelle scelte procreative di coppia, ma anche perché essendo attribuito ai genitori dei nati del 2008 agirebbe a posteriori e quindi con finalità al più premiale, ma non incentivante la natalità.
La Giunta Paroli, invece di adeguarsi alla decisione del giudice (che aveva imposto l’ammissione anche dei residenti stranieri al bonus), non solo ha presentato reclamo al Collegio, perdendolo nuovamente (febbraio), ma anche adottato una scelta ritorsiva: da un lato la delibera sul bonus bebè è stata ritirata, the other has started to say that could be called into question the services currently designed specifically for the foreign population.

The hope is that - at this point - the Government knows retrace their steps, rather than exacerbate the political and judicial battle, but the tone of the statements used by many assessors after the third sentence certainly does not bode well about the future.

are even a few weeks ago the workers returned to work at the sites of San Faustino and the Vittoria Square, stopped for several months. While PD as

The Plan of Services attached to the PRG and a resolution of Council in 2004 listed the complementary works, whose development cost is estimated at more than EUR 40 million (a figure that is more than the cost of implementation of the Metrobus and is to be made available directly by the municipality).
In 2007, the City Council has spelled out (for a total of € 19 million) some additional works identified as priorities and therefore should be implemented before the entry into operation of Metrobus.
However - except for the redesign of the streets Triumplina Stadium, and Europe (for the last of which had raised doubts even in very difficult times), which is a very advanced stage - the rest of the Metrobus corridor fears un forte ritardo.
Di questo aspetto abbiamo inteso chiedere approfondimenti in Commissione Lavori Pubblici, Urbanistica e Bilancio.
In quella sede però l’assessore Labolani, con fare sbrigativo e per nulla cordiale, ci ha seccamente risposto che vi sono solo dei disegni e nulla più.
Una successiva relazione curata dal responsabile della Manutenzione Spazi Aperti precisa questa situazione, addossando - pressoché interamente - la responsabilità ai tre progettisti esterni che lavoravano per il Comune e Brescia Mobilità dal 2003.
Ma la stessa relazione omette gravemente di sottolineare che i tre progettisti erano inseriti in un Ufficio di Direzione del Metrobus a cui partecipavano tutti i responsabili dei diversi settori interessati all’opera e che quindi se di ritardo si deve parlare le relative responsabilità sono assai più diffuse, coinvolgendo anche la ‘macchina comunale’.
A distanza di due mesi dalla riunione di gennaio, le Commissioni congiunte sono tornate a riunirsi: ma anche in quella sede non è stato fatto alcun passo avanti.
Gli unici dati emersi sono:
- che nel frattempo il Comune ha affidato due nuovi incarichi a professionisti esterni e
- che ha messo a bilancio, nel triennio 2009-2011, 15 milioni di euro per le opere complementari (dunque molto meno dei 43 totali e meno anche dei 19 ipotizzati come prioritari, che peraltro nel Consiglio del giugno 2007 avevo definito con preoccupazione come sottostimati).
Tale questione mi porta a dire che se già la precedente amministrazione aveva sottovalutato l’importanza delle opere complementari al metrobus, per la nuova amministrazione il tema ha ulteriormente perso di importanza e quel poco che al riguardo è stato fatto lo si deve all’iniziativa politica dell’opposizione.
Un’ulteriore dimostrazione insomma della scarsa lungimiranza che contraddistingue l’attuale giunta Paroli.

Sul piano dell’impegno amministrativo ciò che nell’ultimo periodo più ha occupato il lavoro delle Commissioni e del Consiglio è was the process of approving the 2009 budget.

La vicenda del Patto di stabilità quest’anno si è arricchita di alcune importanti vicende, sintetizzabili in quattro tappe:
- la manovra estiva di Tremonti (l. 133 del 2008), che imponeva al Comune di Brescia di non peggiorare i saldi di bilancio rispetto al 2007 (anno speciale, giacché ‘drogato’ dall’extradividendo di 70 milioni di euro derivante dalla fusione Asm-Aem). In pratica il Comune avrebbe sicuramente sforato oppure avrebbe dovuto svendere in quantità rilevantissima le proprie partecipazioni azionarie;
- dopo un pressing bipartisan dei parlamentari bresciani, la finanziaria 2009 esclude dal Patto di stabilità revenue in 2007 from extradividendo for mergers, thus giving relief to the city of Brescia;
- at the end of January 2009, a circular from the Ministry of Tremonti specifies the contents of the budget and provides that the revenue from the sale are not relevant to the compliance with the Covenant. The Municipality of Brescia, which has planned to sell almost 30 million € is so out of the pact more or less for that amount;
- in early March, the Court of Auditors gives an interpretation of the Lombardy Financial different from that of the circular Tremonti and more favorable to the interests of Brescia dangles but also that this new interpretation will cost the state coffers, something like 1.4 billion di euro. Di conseguenza si temono ‘ritorsioni’ del Governo, che potrebbe andare a modificare la finanziaria nelle parti in cui questa era più favorevole ai comuni e quindi anche più favorevole a Brescia.
