Non si può e infatti, sotto questo aspetto, la ragazza si sente molto triste..ma lei è tosta e resiliente e non abbandonerà tanto facilmente ciò che più le ha dato soddisfazione da tre anni a questa parte. Country Lou ha deciso di rimanere salda ai ponti di comando del suo blog sul quale pubblicherà a rilento, ma pubblicherà potete starne certe, altre nuove strabilianti creazioni!"

La metropolitana infatti dovrà catalizzare nuovi passeggeri rispetto agli attuali, in termini sia di minor traffico privato sia di maggiori spostamenti indotti sia di minori sovrapposizioni con il trasporto pubblico extraurbano.

Per giungere a questi risultati occorrerebbe un chiaro indirizzo sulla politica della mobilità: questo indirizzo, però, non solo in questi ultimi anni è mancato, ma – addirittura – le scelte intraprese sono andate in una direzione esattamente opposta.

Innanzitutto , per la prima volta dal 2004 ad oggi, i passeggeri trasportati dagli autobus hanno arrestato il proprio trend di crescita ed anzi si è assistito a un lieve arretramento (in particolare degli utilizzatori saltuari, cioè quelli che pagano il biglietto e non invece l’abbonamento). La causa di ciò l’ha spiegata lo stesso presidente di Brescia Trasporti nella sua relazione al bilancio consuntivo 2009, affermando che – più che la crisi economica – determinante è stata la scelta di riaprire il centro alle auto (diminuendo le aree e gli orari di ztl), di smantellare alcune corsie Lam (come in via Cremona) e, in generale, di tornare a incentivare il traffico automobilistico privato.

In realtà, il nodo della discordia appare oggi la necessità di conferire a Brescia Mobilità l’ultima tranche di risorse necessarie per completare il finanziamento dell’opera. Tale necessità è nota dal 2004, quando il Consiglio comunale votò un apposito documento in cui si prevedeva che, oltre ai fondi statali regionali, oltre al mutuo contratto con la Cassa Depositi e Prestiti, oltre alle risorse già appostate da Comune e ASM, andassero reperiti ancora 41 milioni di euro.

Questi 41 milioni di euro, che per una serie di scelte della nuova amministrazione comunale (come il salvataggio di OMB) sono saliti a 54, vanno trasferiti a BS Mobilità entro il 2011: di questa impellenza l’assessore al Bilancio pare essersi accorto solo a luglio di quest’anno!

A fronte di questa scarsa attenzione, si è assistito – da un lato – a un goffo - ma abile - tentativo della Lega (che contro la metropolitana promosse due referendum a Brescia) di intestarsi i meriti dell’opera, scaricandone i demeriti sul centro-sinistra; dall’altro, a un imbarazzante atteggiamento Socialist of Castelletti - that with the arch. Oggi quell’accordo è stato messo seriamente in discussione dal Comune di Brescia, il quale – giustificando la propria scelta per motivi di bilancio – non intenderebbe più contribuire alla realizzazione di tale intervento che avrebbe dovuto essere ospitato all’interno del Comparto Milano.

Sul Comparto Milano ci sarebbero da dire tante cose, sia sul merito di ciò che esso ha comportato (e ancora comporterà) sia sul metodo con cui fu predisposto (stralciandolo dal nuovo PRG Secchi e innestandolo sul precedente PRG Benevolo).

Ma se un pregio era da ricercare in quell’operazione, questo era indubbiamente l’intervento museale, per il quale si era previsto di finalizzare una cospicua quota di risorse (12 milioni di euro) derivanti dall’urbanizzazione del comparto per la realizzazione del Museo dell’Industria e del Lavoro, una realtà unica nel suo genere in Italia.

Non più tardi di sei mesi fa, infatti, la Giunta Paroli ha deciso di cancellare lo stanziamento di 10 milioni di euro che la precedente Giunta Corsini aveva destinato allo sviluppo dell’aeroporto di Montichiari, attraverso la partecipazione alla cordata societaria di Abem.

Certo, sul fallimento dell’iniziativa di Abem ha pesato soprattutto l’assenza della Provincia e la decisione governativa di assegnare (senza procedura ad evidenza pubblica) la concessione aeroportuale ai veronesi della Catullo s.p.a.

Ma appare evidente come, nonostante la sintonia di colore politico che contraddistingue le maggioranze di Loggia, Broletto, Pirellone e Roma, Brescia-comune, in una sorta di autarchico isolamento, si stia bellamente sfilando da tutta una serie di accordi istituzionali di promozione e sviluppo della nostra realtà.

Innanzitutto i bilanci : non solo quello consuntivo e relativo all’anno passato
(2009), che abbiamo discusso e votato il 14 maggio, ma anche quello preventivo per il corrente anno (2010), che abbiamo discusso e votato il 7 giugno (in allegato il mio intervento in Consiglio).

Già questo primo elemento è sintomatico di una particolare anomalia: un bilancio di previsione dovrebbe generalmente approvarsi prima che inizi l’anno solare a cui si riferisce! Invece, mai come quest’anno, si è giunti così tardi all’approvazione di tale importante provvedimento.

Certo, parte del ritardo è stata dovuta alla lunga attesa dell’emendamento cd save Brescia, with which the Parliament has enabled the City to return to the Stability Pact, and in any case the law and ministerial regulations have made legitimate the delay. La media degli anni passati oscillava tra il 15 e il 20 %: un dato che, pur basso, era di gran lunga superiore a quello registrato l’anno scorso.

Quest’anno, per via dell’approvazione al 7 giugno, si rischia di fare ancor peggio.

Il dato del 3 % è ancor più paradossale se si tiene presente l’enfasi con cui l’Amministrazione comunale ha presentato alla Città e alla stampa i suoi progetti, tale da far pensare a una pronta realizzazione degli stessi.

Per due volte (Natale 2008 e Natale 2009) il Sindaco Paroli ha dichiarato che l’anno successivo sarebbe stato l’Anno dello Sport : ma, ad oggi, nessun documento amministrativo inerente l’ormai famosa Cittadella dello Sport è stato presentato al Consiglio o alle sue Commissioni!

Questo stile di annunci, cui non segue un serio iter amministrativo e di bilancio, è ormai una costante cui ci sta abituando la Giunta attuale (l’ultima in ordine di tempo è la vicenda del Parcheggio di 720 posti sotto la Galleria, annunciato più volte, ma mai finanziato!).

Tale Commissione, inizialmente prevista per la settimana scorsa, è inspiegabilmente saltata all’ultimo minuto (creando un caso diplomatico tra i vertici di Brescia Mobilità e l’Amministrazione comunale), ma sarà recuperata questo venerdì.

L’assenza di momenti di trasparenza sul tema metrobus ha nel frattempo dato il là a vere e proprie leggende metropolitane.

Nella scorsa Lettera avevo ricordato la mozione del centro-destra che bocciava l’ipotesi stadio a Mompiano perché la metropolitana avrebbe potuto trasportare solo 700 passeggeri/ora (quando invece dai documenti ufficiali risultano ben 8500 passeggeri/ora per senso di marcia).

Recentemente è nata una nuova leggenda: secondo la quale il biglietto del metrò costerà un euro e novanta centesimi, quando i documenti ufficiali han sempre previsto una cifra più bassa (un euro e settanta centesimi)!

In più, manca chiarezza su un finanziamento statale aggiuntivo di circa 80 milioni di euro, che viene annunciato da più di un anno e mezzo (prima il sottosegretario Saglia, poi il ministro Matteoli, infine Sindaco e Presidente di Brescia Mobilità), ma che al momento non risulta ancora ufficialmente approvato.

A ciò si aggiunga che la Giunta si sarebbe accorta solo da poche settimane che, entro l’estate dell’anno prossimo, il Comune dovrà versare 41 milioni di euro a Brescia Mobilità, come ultima rata per il pagamento del metrobus (il resto è già coperto da finanziamenti statali e regionali, da mutui contratti, da passati trasferimenti comunali e da una dotazione iniziale dell’allora Divisione Trasporti di ASM).

Il tema sportivo è stato al centro del dibattito consiliare non solo per la discussione sullo Stadio (che presto ritornerà in Commissione Lavori Pubblici per avere un quadro dei costi di messa a norma del Rigamonti in vista della Serie A), ma anche per la gestione degli impianti affidati alla S.p.a. comunale Centro San Filippo .

In particolare, da quasi un anno è scaduto il contratto di gestione della Piscina comunale di Lamarmora e il San Filippo si trova alle prese con la necessità di un nuovo bando per i prossimi anni, che – nelle intenzioni dell’assessore allo Sport, Bianchini – dovrebbe garantire la copertura del servizio a partire dal prossimo settembre.

Tuttavia, se la necessità è reale, le modalità con le quali si vuole soddisfarla sono molto opinabili e seriamente poco trasparenti.

I rapporti numerici tra i consiglieri di maggioranza e di opposizione relegano quest’ultima a un’azione perlopiù di testimonianza e di denuncia politica and forcing a good dose of patience for its proposals, which often do not get the expected success (and perhaps even deserved).

5) sollecitava la Regione Lombardia ad attivarsi presso il Governo nazionale al fine di modificare la normativa statale che contrasta e peggiora quella regionale.

Si trattava di una mozione equilibrata e al tempo stesso coraggiosa, su un tema di grande importanza sociale a livello sia locale sia, soprattutto, globale, e che trovava (per una volta) orecchie attente nei consiglieri leghisti, i quali – dietro alcune limitate modifiche al testo (che allego nella versione definitiva) – si dichiaravano favorevoli.

Il PdL, che inizialmente col consigliere Salvo si era sbilanciato quasi a favore della mozione, ripiegava su un atteggiamento di chiusura dopo l’intervento del Sindaco e, non ottenendo il rinvio della mozione in Commissione, leave the room in an attempt to miss the quorum to vote. But the presence

Cari amici,

scusate innanzitutto il ritardo con cui vi scrivo questa nuova mia Lettera, ma l’impegno professionale e politico degli ultimi mesi è stato davvero molto intenso.

Si è trattato in effetti di un periodo di grande fervore nella vita politico-amministrativa cittadina, che ha visto numerosi e importanti temi discussi in Consiglio comunale.

Le tematiche urbanistiche hanno avuto sicuramente la meglio e, sebbene non faccia parte della apposita commissione, ho avuto modo di seguire da vicino le più rilevanti.

Innanzitutto, la questione della “nuova sede” o “sede unica” degli Uffici comunali presso gli ex Magazzini generali, approdata in Consiglio dapprima nel maggio 2009 (sotto forma di atto di indirizzo) e poi concretizzata in un’apposita delibera, votata – in una corsa contro il tempo – nella seduta di martedì scorso (30 marzo).
Si tratta di una scelta le cui ricadute sulla città saranno di grandissima rilevanza; eppure, l’iter che ne ha condotto all’approvazione è avvenuto a tappe forzate e senza il dovuto approfondimento delle ragioni che deporrebbero a favore di ciò.

Apart from the fact that in private negotiations with the owner of the area, it was agreed - in exchange for building the town hall - writing off the infrastructure costs (amounting to almost € 8 million), the non-supply of property that should be devoted to public use (the former Casere) and the processing of 10 thousand square meters of subsidized housing in the building free. But it was also granted to the private sector to create additional 27 000 square meters of residential and commercial in 4000, on the spot, and other 4 000 of the residential street in Metastasio. Una scelta quale quella della nuova sede comunale e la creazione di una nuova centralità urbana tra le vie Dalmazia e Orzinuovi ha una rilevanza che richiede una valutazione del contesto urbanistico complessivo, prendendo in considerazione le ricadute con uno sguardo di insieme, e non invece di limitarsi a una decisione estemporanea.

The center-right, by contrast, in the text of his alternative motion points out - quite paradoxically - that:

2), however, the underground would not be sufficient to transport fans because they can carry only 700 people per hour (sic);

Nel corso del dibattito, ho avuto modo di far rilevare che il dato dei 700 passeggeri/ora è clamorosamente sbagliato: in realtà la metropolitana, a partire dal 1° gennaio 2013, sarà in grado di trasportare 8500 passeggeri/ora per senso di marcia (dunque 17 mila in tutto).

La preoccupazione maggiore che deriva dalla bocciatura della mozione riguarda tuttavia il destino dell’area dell’attuale stadio a Mompiano: gli appetiti edilizi su quel territorio sono noti e la mozione del centro-destra è assai sibillina al riguardo.
Il destino dell’area verrà evidentemente discusso nel futuro PGT, che dovrà essere approvato entro il marzo 2011: However, it should have known from now on scenarios that can be opened with the transfer of the stadium.

Theme by much smaller impact on the future of the city, but that certainly has had considerable media feedback, is that of representation expenses of the Executive comunale sostenute con la carta di credito.

La questione, sollevata dal Partito Democratico con apposite interrogazioni in Consiglio e poi con un esposto alla Procura regionale della Corte dei Conti, origina in realtà da un rilievo del Collegio dei revisori dei conti del Comune ancora a luglio dell’anno scorso, con cui si raccomandava il rispetto delle procedure contabili nell’utilizzo delle carte di credito e con cui si riservava (come poi è stato fatto) un controllo successivo.

Il problema principale è rappresentato dal fatto che la stragrande maggioranza delle spese di rappresentanza - sostenute da sindaco e assessori e consistite in pasti al ristorante - non è stata giustificata; vale a dire che non si è specificato il motivo che portava a ritenerla di rappresentanza né chi fossero i commensali.
Poiché l’appunto non riguarda sporadici casi, ma un complesso di spese per più di 36 mila euro (di cui ben sedicimila per soli due assessori), è evidente che l’attenzione dell’opposizione sul tema è tutto tranne che cavillosa.
Nel lavoro di ricerca sul tema, che personalmente ho svolto insieme al collega Fabio Capra, si è potuta poi rilevare una decina di date (sabati sera, domeniche sera, santo Stefano) che hanno fatto sorgere un legittimo sospetto.
Così come è indice di una qualche riflessione il fatto che, a partire dalla prima interrogazione del PD sul tema (21 dicembre), le spese in ristoranti – fino ad allora assestatesi ad una media di duemila euro al mese – siano calate a un terzo nel mese di gennaio e a zero in quello di febbraio.
Fino a marzo, quando il Sindaco, sull’onda delle polemiche sollevate dal PD (e rintuzzate per la verità dalla coordinatrice provinciale del PdL, l’on. Beccalossi, e dal capogruppo leghista in Loggia, Gallizioli), ha deciso di sospendere l’utilizzo delle carte in attesa di ridefinirne le modalità.

Da parte nostra, in assenza di motivazioni (pur richieste con apposita interrogazione) circa le spese sostenute, abbiamo trasmesso gli atti in questione alla Procura regionale della Corte dei conti perché valuti la correttezza sotto il profilo amministrativo-contabile delle spese stesse.

Tra le interrogazioni (strumento di domanda e risposta alla Giunta) presentate negli ultimi mesi merita di esserne sottolineata una, di cui avevo anticipato il contenuto nella scorsa Lettera.

L’interrogazione in questione ha riguardato l’avvenuta cessione delle reti elettriche ad alta tensione di A2A. Questo fatto, della cui intenzione si era a conoscenza da mesi (al punto che avevamo predisposto un’apposita mozione, mai discussa, per impegnare il Sindaco a scongiurarlo), si è concretizzato poco prima di Natale.

Il sindaco, interpellato per conoscere se – come azionista di A2A – avesse, attraverso i rappresentanti del comune, condiviso o avallato tale scelta, ha evasivamente risposto, riproponendo il testo del comunicato con cui A2A annunciava la cessione e scaricando le responsabilità di questa vicenda non sul management che l’ha deliberata, ma sul centro-sinistra bresciano che ha determinato la fusione Aem-Asm:
operazione quest’ultima certamente problematica e delle cui criticità in più occasioni si è cercato di dare conto, ma che certo non aveva stabilito alcunché circa il destino delle reti elettriche ad alta tensione!

E' stata senz'altro una mostra molto intensa e coinvolgente, quella inaugurata ieri sera presso la land di Arte Libera. Una fiaba surreale creata dall'artista Rose Borchovski, che compone immagini, effetti visivi e sonori, con un insieme di diversi media, in uno scenario surreale distribuito nel giardino di Arte Libera, e prima ancora in diverse altre land.Questa interessantissima artista è stata in grado di suscitare emozioni intense, provocando, con le sue immagini inquietanti, un coinvolgimento partecipe da parte dei convenuti all'inaugurazione. Tutti i presenti hanno concorso, con osservazioni ed impressioni in tempo reale, a questa fruizione artistica, restando trascinati dalle immagini e dalla voce narrante. Nessuno è andato via senza chiedersi le motivazioni profonde della reazione al racconto, e per tutti Rose ha avuto l'attenzione per spiegare le sue interpretazioni. Personalmente, devo dire che è da quando ho assistito allo spettacolo Metropolis che non vedevo una realizzazione artistica tanto pregnante e affascinante. Non possiamo che ringraziare questo genere di artisti, che ci fanno apprezzare appieno the true essence and potential of a virtual world. Diverse sono ormai le radio collegate con SL, tra cui l’ormai consolidata presenza, sulla sim di Roma Centro, di radio Opossum, gestita da Paolossum Neox e dai suoi collaboratori, con la regia del management della sim, Abal Allen ed Eleonora Flotta.
Gli eventi più spettacolari, coinvolgendo molte comparse e cantanti, sono stati i musical come Lady Oscar, realizzato dai Senso Only alternative, and high-impact events such as Metropolis, German Velazquez Bonetto, which continues this year with new projects.

Tutto ciò nella ormai collaudata ottica di integrazione tra le diverse piattaforme.

Quello del fashion risulta quindi il settore più creativo e in più rapida evoluzione nella SL italiana. Nuovi modelli espressivi e di design, integrazioni con eventi RL con utilizzo di tecniche di Machinima, nuovi approcci al marketing in world. E’ questo il settore in cui noi italiani siamo maggiormente appreciated abroad, even in the virtual world of SL.

ART

E come non citare, anche a proposito del Burning Life, in cui sono stati presenti, Arco Rosca e Roxelo Babenco, due nostri artisti veterani, con la loro iniziativa Uqbar e l’ormai storico “Museo del Metaverso”. Uqbar soprattutto, è stato una fucina di novità, sia per l’espressione di nuovi artisti, che per il carattere aperto e di stimolo per l’intero settore artistico italiano.

Nuove sim sono state costruite e molte sono scomparse, ma la qualità del building è stata, in alcuni casi molto al di sopra della media. Ci piace ricordare la nuova sim di Pathfinder, l’Empire of Nod, italiana, la nuova Kingdom of Sand, and the sim Metaverse.
Unfortunately, some historical sim disappeared: Svarga of all, Planet Mongo and the Italian Post and Utopia Pantalica-Cinque Terre. We will continue to see their images in specialized sites, but SL will be without them.

ROLE PLAY

Per contro, il BDSM è sembrato in declino, con perdita di sim e di aderenti.


SERVIZI E COMUNICAZIONE

Su questo fronte, registriamo le più grandi delusioni. Vero è che alcune realtà locali come le città di Roma e di Parma, le regioni Toscana e Lucania, o la provincia di Sassari, hanno realizzato dei punti di ingresso in SL, ma il livello delle iniziative svolte è stato largamente inferiore alle attese. Eppure, è proprio su questi fronti che ci si potrebbe attendere una maggiore evoluzione. Evidentemente la crisi economica ancora in atto non aiuta gli investimenti.

Parlando di servizi però, non possiamo non citare tra le poche iniziative di successo intraprese, quelle di beneficenza organizzate in WDT dalla sempre vulcanica Alice Mastroianni, una delle indiscusse protagoniste della SL italiana, tra cui le serate organizzate con grande successo, per la raccolta fondi per l’associazione Pangea Il successo, oltre che per l’iniziativa organizzata su più sim e in streaming su web, è stato notevole anche per il risultato ottenuto in termini economici, a favore di Pangea per l’Africa.


In conclusione, un 2009 in cui è continuata la selezione naturale. Molti hanno lasciato SL, molto fumo sui supposti “affari” da svolgere in SL si è diradato, iniziative inconcludenti sono fallite, ma, nello stesso tempo, ne sono venute avanti altre, come abbiamo visto, di miglior livello qualitativo.

The interview for this month Giuseppe Granieri, an Italian expert in communication and digital culture. Giuseppe Granieri: A mio modo di vedere è abbastanza facile, oggi, capire quali sono le vocazioni dei mondi virtuali, data la necessità di sincronia perché vi accada qualcosa. Quindi io direi soprattutto il learning e, in subordine, applicazioni collaborative mirate a facilitare incontri o situazioni di lavoro. Poi c'è tutto il versante della creatività e dell'espressione, che è una frontiera ancora in parte da esplorare.

Giuseppe Granieri: Al momento, no. Almeno non in percentuali significative: può riuscirci uno su 100, il che non ne fa un fenomeno rilevante. E' interessante invece lo sviluppo che prenderanno i mercati su valuta virtuale.
ADN: Credi che i VW possano dare un contributo originale nelle applicazioni di comunicazione on the net? How to integrate Web 2.0 in the models already in use today?
Giuseppe Granieri: Unfortunately we do not integrate. If we could integrate much further.
AND: Do you think the use of these practical applications will increase rapidly, or do you think we can expect developments in a long time?
Giuseppe Granieri: I do not know, actually. It would take a guess. We know that the technology is immature and we are beginning to experience. It will serve a few more years.
AND: Again, this overview confirms the findings in previous talks. We are just at the beginning of a long journey on the path of the practical uses of online participatory environments. However, experience that are accumulating, far from creating business models, new or revolutionary, are especially encouraging awareness of the potential offered by these innovative means.
