LETTERS from the Lodge to the Lodge VI VII Cari amici,
scusate innanzitutto il ritardo con cui vi scrivo questa nuova mia Lettera, ma l’impegno professionale e politico degli ultimi mesi è stato davvero molto intenso.
Si è trattato in effetti di un periodo di grande fervore nella vita politico-amministrativa cittadina, che ha visto numerosi e importanti temi discussi in Consiglio comunale.

Le tematiche urbanistiche hanno avuto sicuramente la meglio e, sebbene non faccia parte della apposita commissione, ho avuto modo di seguire da vicino le più rilevanti.
Innanzitutto, la questione della “nuova sede” o “sede unica” degli Uffici comunali presso gli ex Magazzini generali, approdata in Consiglio dapprima nel maggio 2009 (sotto forma di atto di indirizzo) e poi concretizzata in un’apposita delibera, votata – in una corsa contro il tempo – nella seduta di martedì scorso (30 marzo).
Si tratta di una scelta le cui ricadute sulla città saranno di grandissima rilevanza; eppure, l’iter che ne ha condotto all’approvazione è avvenuto a tappe forzate e senza il dovuto approfondimento delle ragioni che deporrebbero a favore di ciò.

1) First, the superfluous / useless to build a new headquarters for the municipal offices today (with the exception of the Industry Report) all buildings in which they are owned by the city's departments and the two major number of employees and the public (via Marconi and Piazza Repubblica) are in the heart of the city and will, within two and a half years, easily reachable by light rail;
2 ) build a new home will cause consequences problems in the places you go to empty: the City of Brescia already owns a number of empty real estate (among many others, the buildings of the former Court and the Court of Appeals, which would add just those of Marconi street and square Republic), and just in the city center, there is a need not to remove services, but if anything, to increase (however, just the center-right had fought the last elections to halt the degradation of the Center!)
3 ) The new headquarters will be based in reality not only, negating the advantage of bundling the various offices. Of the nearly two thousand city employees, only seven hundred are intended - the intention of the Board - The new place: the other, or physical inability (municipal nursery schools, districts, libraries) or for political (municipal police, registry Broletto, secretary general), will not be transferred;
4) the area chosen for the new seat is very device: via Dalmatia, as made more accessible to traffic in recent years, is far away from the heart of the city and is poorly served by public transport. Moreover, the hypothesized extension of the subway in that area, although it is intended, and is currently without any funding and so much still to come;
5) bluff benevolence of the new site. This is not true, as the mayor continues to say that the construction of the new headquarters will be at no cost to the City. Apart from the fact that in private negotiations with the owner of the area, it was agreed - in exchange for building the town hall - writing off the infrastructure costs (amounting to almost € 8 million), the non-supply of property that should be devoted to public use (the former Casere) and the processing of 10 thousand square meters of subsidized housing in the building free. But it was also granted to the private sector to create additional 27 000 square meters of residential and commercial in 4000, on the spot, and other 4 000 of the residential street in Metastasio. It 's a concept that nothing short of obsolete non considera il carico urbanistico come un costo! Le ricadute sociali, ambientali, di congestione stradale non hanno forse un costo che l’Amministrazione locale deve sostenere ? Il consumo di territorio, bene finito sempre più scarso, non ha forse un costo ?
C’è infine una motivazione di ordine sistematico.
Una scelta quale quella della nuova sede comunale e la creazione di una nuova centralità urbana tra le vie Dalmazia e Orzinuovi ha una rilevanza che richiede una valutazione del contesto urbanistico complessivo, prendendo in considerazione le ricadute con uno sguardo di insieme, e non invece di limitarsi a una decisione estemporanea.
Proprio nelle ultime settimane l’Amministrazione ha avviato dei focus open to the public in order to encourage citizen participation in the drafting of the future government of the Territory Plan.

a long wait (the writing dating back to last June), the motion presented by the PD group on the issue of Football Stadium has been discussed at the City Council last February.
Just a few days before the debate in the Council papers had announced the project in detail Cittadella dello Sport that the new Government wants to achieve in the areas currently used in Cave, between San Polo and Buffalora. The citadel was in the program administration of Mayor Paroli, but was not certain that it could find room even in the stadium.
For the moment, however, the theme of the citadel is stopped, pending the establishment of the new PGT, which should, inter alia, change the destination of the quarry from park to also building area (not only for sports but for heavy compensation in terms of housing).
The debate in Council has seen the rejection of PD motion, since the majority has no appeal quashed the possibility of heavy restructuring Rigamonti, and, conversely, the approval of an alternative motion, which instead provides the choice of citadel of sport as an area in which to realize the new stadium.
Much of the discussion was pinned on the topic of transportation everywhere in the stadium and on the value in this regard, the underground.
The center-left believes that the provision of a bus stop in Kossuth square (a Two hundred meters south from the curve) and Casazza (five hundred yards north of the curve) are one element of strength to lean in favor of the option Rigamonti.
The center-right, by contrast, in the text of his alternative motion points out - quite paradoxically - that:
1) do not need to be near the subway (it was pointed out that even to go to San Siro in Milan along a good stretch walk the street);
2), however, the underground would not be sufficient to transport fans because they can carry only 700 people per hour (sic);
3), however, also the citadel of sport would be served by the metro station of Sant ' Eufemia-Buffalora (which disterebbe non più di novecento metri).
Nel corso del dibattito, ho avuto modo di far rilevare che il dato dei 700 passeggeri/ora è clamorosamente sbagliato: in realtà la metropolitana, a partire dal 1° gennaio 2013, sarà in grado di trasportare 8500 passeggeri/ora per senso di marcia (dunque 17 mila in tutto).
La preoccupazione maggiore che deriva dalla bocciatura della mozione riguarda tuttavia il destino dell’area dell’attuale stadio a Mompiano: gli appetiti edilizi su quel territorio sono noti e la mozione del centro-destra è assai sibillina al riguardo.
Il destino dell’area verrà evidentemente discusso nel futuro PGT, che dovrà essere approvato entro il marzo 2011: However, it should have known from now on scenarios that can be opened with the transfer of the stadium.

Theme by much smaller impact on the future of the city, but that certainly has had considerable media feedback, is that of representation expenses of the Executive comunale sostenute con la carta di credito.
La questione, sollevata dal Partito Democratico con apposite interrogazioni in Consiglio e poi con un esposto alla Procura regionale della Corte dei Conti, origina in realtà da un rilievo del Collegio dei revisori dei conti del Comune ancora a luglio dell’anno scorso, con cui si raccomandava il rispetto delle procedure contabili nell’utilizzo delle carte di credito e con cui si riservava (come poi è stato fatto) un controllo successivo.
Il problema principale è rappresentato dal fatto che la stragrande maggioranza delle spese di rappresentanza - sostenute da sindaco e assessori e consistite in pasti al ristorante - non è stata giustificata; vale a dire che non si è specificato il motivo che portava a ritenerla di rappresentanza né chi fossero i commensali.
Poiché l’appunto non riguarda sporadici casi, ma un complesso di spese per più di 36 mila euro (di cui ben sedicimila per soli due assessori), è evidente che l’attenzione dell’opposizione sul tema è tutto tranne che cavillosa.
Nel lavoro di ricerca sul tema, che personalmente ho svolto insieme al collega Fabio Capra, si è potuta poi rilevare una decina di date (sabati sera, domeniche sera, santo Stefano) che hanno fatto sorgere un legittimo sospetto.
Così come è indice di una qualche riflessione il fatto che, a partire dalla prima interrogazione del PD sul tema (21 dicembre), le spese in ristoranti – fino ad allora assestatesi ad una media di duemila euro al mese – siano calate a un terzo nel mese di gennaio e a zero in quello di febbraio.
Fino a marzo, quando il Sindaco, sull’onda delle polemiche sollevate dal PD (e rintuzzate per la verità dalla coordinatrice provinciale del PdL, l’on. Beccalossi, e dal capogruppo leghista in Loggia, Gallizioli), ha deciso di sospendere l’utilizzo delle carte in attesa di ridefinirne le modalità.
Da parte nostra, in assenza di motivazioni (pur richieste con apposita interrogazione) circa le spese sostenute, abbiamo trasmesso gli atti in questione alla Procura regionale della Corte dei conti perché valuti la correttezza sotto il profilo amministrativo-contabile delle spese stesse.

Tra le interrogazioni (strumento di domanda e risposta alla Giunta) presentate negli ultimi mesi merita di esserne sottolineata una, di cui avevo anticipato il contenuto nella scorsa Lettera.
L’interrogazione in questione ha riguardato l’avvenuta cessione delle reti elettriche ad alta tensione di A2A. Questo fatto, della cui intenzione si era a conoscenza da mesi (al punto che avevamo predisposto un’apposita mozione, mai discussa, per impegnare il Sindaco a scongiurarlo), si è concretizzato poco prima di Natale.

Peraltro questa scelta appare assai incoerente, sia con la politica che Asm aveva intrapreso in passato (solo pochi anni fa era stata acquisita la rete ex Enel di Garda e Valsabbia) sia con il recente investimento di A2A nel mercato elettrico del Montenegro.
Il sindaco, interpellato per conoscere se – come azionista di A2A – avesse, attraverso i rappresentanti del comune, condiviso o avallato tale scelta, ha evasivamente risposto, riproponendo il testo del comunicato con cui A2A annunciava la cessione e scaricando le responsabilità di questa vicenda non sul management che l’ha deliberata, ma sul centro-sinistra bresciano che ha determinato la fusione Aem-Asm:
operazione quest’ultima certamente problematica e delle cui criticità in più occasioni si è cercato di dare conto, ma che certo non aveva stabilito alcunché circa il destino delle reti elettriche ad alta tensione!
