Cari amici,
nonostante il periodo assai intenso per via dell’imminente orale d’avvocato, l’impegno sui banchi del Consiglio comunale non viene meno.
Dopo la consueta pausa estiva, i lavori sono ormai ripresi a pieno ritmo e molti sono i fatti degni di nota.

La partita urbanistica continua a essere uno degli elementi, oltre che di maggiore interesse, anche di più serrato confronto tra maggioranza e opposizione.
Chi di voi leggeva le Lettere che inviavo nel precedente mandato, quando il centro-sinistra era al Governo, sa che non ho mai lesinato critiche su questi argomenti alla maggioranza di cui ero parte.

D’altro canto il Rigamonti, per come si trova oggi, appare sempre più inadeguato, tanto che se il Brescia dovesse essere promosso in serie A lo stadio non sarebbe omologato rispetto alle nuove norme di sicurezza.

Personalmente, avendo sostenuto in passato questa posizione un po’ in solitudine, sono molto soddisfatto che il Partito sia giunto a tali conclusioni; sono però altrettanto consapevole che non è per nulla scontato che tale posizione sia maggioritaria in Consiglio (anche se mi risulta che vasti settori della Lega siano dello stesso avviso, a partire dal presidente della Provincia).

La questione del Patto di Stabilità è tornata prepotentemente di attualità: si tratta di un tema di grande ricaduta amministrativa e che, facendo parte della Commissione Bilancio, ho avuto modo di approfondire.
Ricorderete che già all’approvazione del bilancio di previsione 2009 molti erano stati i dubbi che avevamo manifestato, perché la Giunta – pur rispettando i termini di legge – non si era uniformata a una circolare del ministro Tremonti che interpretava alcune norme della Finanziaria.
Soltanto poche settimane dopo l’approvazione del bilancio, la legge finanziaria veniva modificata, nel senso indicato da Tremonti e dunque in maniera contraria a quanto fatto dal Comune.

Per fortuna invece, anche grazie al nostro contributo di stimolo, nella maggioranza ha prevalso la posizione responsabile di quanti – tra i quali l’assessore al Bilancio Di Mezza – hanno ritenuto di impegnarsi affinché il Patto possa essere rispettato e la città non sia ulteriormente penalizzata.
Come PD, abbiamo apprezzato il proposito della Giunta.
Tuttavia, abbiamo anche sottolineato:
- le contraddizioni con quanto fino a poche settimane fa gli esponenti del centro-destra andavano dichiarando (ossia che erano pronti a sforare il Patto e che non temevano le relative sanzioni);
- i risparmi e i rinvii di spesa, che il rispetto del Patto impone, cozzano con alcune discutibili scelte a cui si è assistito e che, dal nostro punto di vista, rappresentano sprechi belli e buoni (come il Gran Galà dello Scherma, una serata in piazza del Duomo che è costata alle casse comunali più di 120 mila euro).

Sotto questo profilo, dunque, sembrava tutto risolto, ma un grave impedimento si è profilato all’orizzonte per gli equilibri di Bilancio del nostro Comune, che si è sempre basato (specialmente negli ultimi anni) sulle cospicue entrate derivanti dai dividendi di Asm-A2A.
Sembra, in effetti, che per l’anno 2009 A2A non sia in grado di garantire tali dividendi, poiché dovrà restituire qualchecosa come 200 milioni di euro di aiuti di Stato che la Commissione Europea ha dichiarato illegittimi.
La questione per la verità non è nuova (la condanna della Commissione Europea risale al 2002), ma fino ad oggi l’Italia è stata sostanzialmente inadempiente all’obbligo di recupero di questi crediti, che erano stati concessi nella seconda metà degli anni Novanta per incentivare la trasformazione delle Aziende Municipalizzate in società per azioni.
Tra l’altro, l’inadempienza dell’Italia nel recuperare tali somme si traduce in ulteriore aggravio in termini di interessi: si pensi che della cifra che A2A must return to the state nearly 40% is given by interests that have come in the acquired.

Negli ultimi due anni invece, la Giunta Paroli ha enormemente aumentato la previsione di entrata dei dividendi ed anzi ha attinto alle riserve di A2A per garantirsi tutto quanto aveva previsto.
Di conseguenza, di fronte alla prospettiva che per il 2009 A2A non erogherà dividendi, non solo il Comune non sarà in grado di realizzare tutto quanto aveva previsto, ma non riuscirà a chiudere il bilancio in maniera regolare, sforando così il Patto di stabilità.
Varrà la pena aggiungere that these errors are the result of political and administrative:

For myself, I remain convinced that it would be an undue forcing whether the municipality by A2A pretended again to obtain the dividends from stock, because this would weaken the company (which is not in very good sailing waters, irrespective of state aid to be returned) and why the City - if he wants to behave as a serious public shareholder - should expect from your company first of all acceptable rates, environmental sustainability, timely maintenance, a serious policy of return on the investment.
In short, the holding of municipal services has never been and certainly can not now become a cash cow in economic terms.
Rather, the common-shareholder must know how to be decisive on some strategic decisions that have repercussions on services and the local economy (and this, Incidentally, as PD short a motion to propose the Council).

Finally, among the initiatives detailed that I am busy, I would like:
- the question of the EULA, for which I prepared a question to the Mayor in order to ascertain the perspectives of local authorities to support university research of the two universities Brescia, given the deliberate withdrawal of the Province;
- the implementation of the new Regulation of Urban Police, which - as feared - is highlighting a discretion on the part of police officers Municipale, su mandato del vicesindaco, a tutto danno della popolazione immigrata (le vicende legate alla multa domenicale per il cricket e alla multa presso la statua della Bella Italia sono eloquenti!).
A tale proposito, come Gruppo abbiamo predisposto un’interrogazione che sarà presentata nel prossimo Consiglio.
Inoltre il 4 novembre prossimo interverrò su questo tema a una serata di approfondimento promossa dal Circolo di Libertà e Giustizia di Brescia.
