Durante le settimane che hanno preceduto il Natale si sono verificati alcuni fenomeni, anche gravi, di acqua alta in Venice, which led many politicians to emphasize the importance of the MOSE project (that has been part of for more than 16 billion euro in financial input for the great works) currently under construction, as a panacea to solve the problem.
In particular, the Minister Brunetta, until now known for its eagerness to scourge of the civil service, has repeatedly stressed the need to proceed quickly in the construction work which, he said, finally solve the problem .
Truly the Mose solve the problem of high water in Venice and really this is the best way to deal with a situation so complicated? Let's try to get into the substance of the issue to better understand who really need the MOSE and what are the people who really benefit from its construction.
Mose, such as TAV is actually a kind of anachronistic dinosaur that despite its many weaknesses and the obsolete nature of a project "designed" at the end of the 80 managed to get to this day by sharing of all governments in almost 20 years that have followed the potere.L 'work aims to solve the serious problem of high water affecting Venice and its lagoon through a series of invasive and costly totally inadequate to address a complex phenomenon such as composite and the causes of the high tides.
Over the last century the gap between the ground of Venice and the sea level was reduced by about 25 cm. Doing that the inconvenience associated with high water (flooding streets, homes and business) have increased considerably up in willingness to jeopardize the future survival of the city.
The intense increase in intensity and frequency of high tides is almost entirely attributable to a number of human intervention only inspired the creation of profit, without paying any attention to the delicate environmental balance that characterize the lagoon. The most striking examples may be found in the lagoon area of hydrogeological, led from the deepening of inlets and the excavations of the port channel to allow the flow of super tankers, with the consequence of turning the lagoon into a real arm of the sea. The devastating series of reclamations that have taken away the 30% of the entire tidal lagoon expansion, often to set up industrial plants and infrastructure and the indiscriminate exploitation of ground water used to cool food and the production cycles of the industrial area of Porto Marghera.
Tali paratoie ripiene d’acqua and complemented each other so as to create a barrier, will remain in sleep lying in their housing systems without protruding above the seabed. In the case of oil above 110 cm. the gates will be emptied through the introduction of compressed air and will rise to emerge rotating around the axis of the hinges, thus creating a kind of movable dam able to temporarily isolate the lagoon from the sea.
addition to the sluice gates project will involve the installation of 12,000 concrete piles and metal piles of 5960 up to 28 meters long, the excavation of the seabed at the mouth of the harbor dredging approximately 5,000,000 cubic meters of material sedimentato attraverso centinaia di anni e la ricopertura degli stessi (al fine di proteggerli dall’erosione marina) con 8.575.000 tonnellate di pietrame proveniente da cave nazionali ed estere.
Già attraverso la lettura di questi dati si può comprendere l’assurdo “gigantismo infrastrutturale” del Mose, destinato a tradursi inevitabilmente in un altissimo costo di costruzione, circa € 4.5 billion, management, nearly 60 million euro a year and a very long time that will be needed to complete the project, around 10 years. Furthermore, it seems clear that the commissioning of works to be so monumental and strongly impacting the lagoon ecosystem has inevitably character of absolute irreversibility.
addition to the critical issues inherent in his prerogative to rape the land in an irreversible manner, the system presents Moses as a project of limited use in the preservation of Venice from high waters of the phenomenon, since intervening only when the high tide exceeds 110 cm. would remedy only 5% of the floods that occur every year. The statistical data concerning the last decade indicate that indeed a structure like that of Moses would be activated only on average three times a year, compared with more than fifty cases a year of high waters less than 110 cm. that they would continue to cause damage and inconvenience despite the presence of the work. Furthermore, if in the coming decades will continue to rise in sea levels as a result of the greenhouse effect, as widely expected by scientists, Mose would also miss the little residual value, effectively making them completely unusable.
If the likely little or no use of the project add to the danger of the possibility of infiltration methane and sulfur dioxide through the slabs of concrete works, the heavy penalty of fishing in the lagoon, the serious impediments to the navigation of vessels that will arise, the damage to tourism caused by at least 10 years of major sites, here we have the general framework of a work intended to harm all those who would benefit, but to please a single entity.
This entity is represented by the Consorzio Venezia Nuova, a potent pool of firms acting as general contractor acts as the dealer only for studies, designs and putting in place the entire complex infrastructure which will be financed entirely through taxpayers' money.
Inside the Consorzio Venezia Nuova we can see almost all the names of prominent entrepreneurs of the buildings for decades are accumulating huge financial fortunes through the construction of major infrastructure in Italy and worldwide, and that soon will split new tenders proposed by the government. Impregilo (true multinational cement and rod) to Astaldi (another giant in the industry) through the Enterprise Construction Eng. E. Mantovani SpA (monopolist construction in Venetian) and several companies belonging to groups IRI, ENI and Mazzi.
Again, as in the case of the High Speed Railway, the State instead of making the improvement of the lagoon and the railways who are in disastrous conditions, he prefers to devote very substantial amounts (that our public finances can not afford) in the construction of works bloated and highly impactful that instead of solving existing problems will increase public debt and create new ones.
Once again the interests of large groups of financial and economic power, embodied by the coterie of cement and rod, is prefixed to the community, without any respect for the environmental balance and health of territorio.
Agendo in questo senso you could get the dual effect of saving the lagoon from high tides and simultaneously induce a natural morphological reconstruction of the area, reducing the loss of millions of cubic meters of sediment fondali.Tali of action will have a low environmental impact, would be completely reversible, it could realize very quickly and would have cost to carry out more than halved compared to Moses.
In all evidence to the bipartisan policy of swindlers, as well as the Minister Brunetta and Antonio Di Pietro, who last year decreed that further work, what matters are unfortunately the results, but only the high costs incurred dalla costruzione dell’opera che permettono l’arricchimento della lobby del cemento e del tondino e degli uomini politici ad essa funzionale.
