Lo status di “territori occupati” quasi non esiste nel diritto internazionale, giacché può riferirsi soltanto alle zone occupate dopo la fine delle ostilità, ossia nel lasso di tempo che intercorre fra un armistizio ed un trattato di pace. Che non può, ovviamente, durare decenni: in epoca contemporanea, le più lunghe occupazioni “temporanee” furono quelle della Saar, dal 1918 al 1935 e dal 1945 al 1957, entrambe però codificate nei trattati di pace e risolte con accordi franco-tedeschi.
Lo status giuridico dei territori palestinesi è un vero e proprio vulnus del diritto internazionale, e questo dovrebbero saperlo anche i politici italiani che blaterano sempre le stesse facezie in TV, ad ogni massacro. Sotto, c’è ben altro.
Immaginiamo cosa sarebbe successo se le truppe russe – scese in campo solo dopo l’attacco georgiano, è bene ricordarlo – avessero bombardato Tblisi – chiese, scuole ed ospedali compresi – facendo 500 morti e 3000 feriti. Immaginiamo cosa sarebbe capitato all’ONU. In Palestina, invece, è solo “difesa”.
Il progetto immaginato dagli israeliani per i “territori occupati” considera gli stessi come un facile serbatoio di manodopera a basso costo: più sono poveri, meno potremo pagarli. Così – anche se ultimamente sono state aperte le porte ad una modesta immigrazione orientale – i palestinesi sono stati e sono la forza lavoro per le mansioni di basso livello in Israele.
